Requirements
• Bachelor’s degree in Maritime Studies, Emergency Management, Engineering, Environmental Science, Homeland Security, Transportation, Criminal Justice, or related field preferred • Minimum 3+ years of relevant experience in maritime operations, LNG or energy infrastructure, emergency management, regulatory compliance, marine transportation, operational risk analysis, or consulting environments • Experience with the following: • USCG maritime safety and security regulations, including 33 CFR Parts 105 and 127, as well as FERC and PHMSA regulatory environments • LNG marine transportation operations, terminal infrastructure, SIMOPS evaluations, and marine operational risk analysis • Emergency response planning, incident management principles, and maritime security/risk assessment methodologies • GIS platforms, technical writing, data analysis tools, and development of technical/regulatory deliverables • Strong technical writing, communication, and organizational skills • Ability to synthesize complex technical and regulatory information into concise deliverables • Ability to manage multiple projects and priorities in a consulting environment • Strong analytical and problem-solving capabilities • What’s Preferred • What’s Preferred • Prior military, Coast Guard, port operations, terminal operations, or marine transportation experience is highly desirable • Professional communication skills with clients, regulators, and project stakeholders • “Seller-Doer” mentality with the ability to both execute technically and grow client relationships
Responsibilities
• Maritime Safety & Regulatory Support • Support development of Waterway Suitability Assessments (WSAs) under 33 CFR Part 127. • Participate in maritime risk assessments, navigation safety evaluations, and SIMOPS evaluations associated with LNG, crude oil, and marine cargo operations. • Conduct research and analysis related to USCG, FERC, PHMSA, TSA, and international maritime regulatory requirements. • Assist in development of Facility Security Plans (FSPs), Facility Security Assessments (FSAs), Emergency Response Plans (ERPs), and related regulatory documentation. • Prepare technical reports, presentations, regulatory summaries, and client deliverables. • Support emergency planning, operational risk evaluations, and consequence analysis activities. • Project Coordination & Client Support • Coordinate with clients, engineering teams, pilots, emergency responders, terminal operators, and regulatory agencies. • Support stakeholder meetings, workshops, and project coordination activities. • Track project schedules, deliverables, action items, and regulatory commitments. • Assist with development of briefing materials, meeting summaries, and executive-level communications. • Data Analysis & Technical Support • Support GIS-based and quantitative risk analysis activities. • Conduct research related to vessel traffic, marine operations, weather, tides, currents, and navigational constraints. • Collect, organize, and analyze technical data associated with maritime transportation and infrastructure projects. • Assist with development of hazard registers, risk matrices, and operational analyses. • Business Development Support • Support proposal preparation, technical scopes of work, and client presentations. • Assist with development of marketing materials and professional content related to maritime safety, security, and regulatory compliance. • Participate in strategic growth initiatives supporting maritime, energy, and critical infrastructure clients.
