Requirements

Responsibilities
• Lead program management activities supporting the Marine Corps Purchase Card Program. • Manage program schedules, milestones, risks, and monthly activity reporting. • Develop transition plans, internal operating procedures, and program documentation. • Conduct Purchase Card Program Management Reviews (PPMAP) and internal control assessments. • Analyze purchase card transactions using enterprise reporting tools and data mining applications. • Develop audit reports, corrective action plans, and executive briefings. • Monitor financial metrics including: • Purchase Card Transactions • Certification Status • Payment Compliance • Audit Completion Rates • Identify fraud, waste, abuse, and internal control deficiencies. • Develop strategic recommendations to improve enterprise compliance. • Interpret and apply: • DoD Financial Management Regulations • DON Purchase Card Policy • Marine Corps Acquisition Guidance • Support enterprise system modernization efforts involving: • Defense Agencies Initiative (DAI) • US Bank Access Online • Insights on Demand • Draft policy updates, standard operating procedures, strategic roadmaps, and executive correspondence. • Develop training materials for purchase card stakeholders. • Maintain SharePoint collaboration sites and program documentation. • The Senior Business Specialist serves as a senior advisor supporting the Marine Corps Government Commercial Purchase Card (GCPC) Program. This individual will lead program management, audit readiness, business process improvement, policy implementation, data analytics, and internal control activities supporting Headquarters Marine Corps Installation & Logistics (HQMC I&L). • The successful candidate will provide strategic oversight of purchase card operations, identify program risks, improve compliance metrics, and ensure adherence to DoD, Department of the Navy (DON), and Marine Corps financial and acquisition regulations. • Payment Compliance • Insights on Demand
