Requirements
• at least 2 years in a supervisory or lead role. • Technical Expertise: Advanced knowledge of Generally Accepted Accounting Principles (GAAP); ability to reconcile complex balance sheets and profit/loss reports. • Technical Expertise: • WIOA/Grant Knowledge: Proven experience with budgeting and forecasts across multiple funding streams (specifically WIOA or government contracting) is highly preferred. • WIOA/Grant Knowledge: • Software Proficiency: Advanced MS Excel and Accounting Software skills (QuickBooks, Adaptive Workday, and Expensify experience a plus). • Software Proficiency: • Leadership Skills: Demonstrated ability to manage a team, foster a collaborative environment, and work effectively in a virtual/remote setting. • Communication: Exceptional interpersonal skills with the ability to translate complex financial data for non-financial management and staff. • Communication: • Organizational Skills: High attention to detail with the ability to manage multiple competing priorities and meet strict month-end deadlines. • Integrity: Must possess high ethical standards and maintain strict confidentiality. • Integrity: • Travel: Minimal travel required to meet Project Teams and Board Staff. • Travel: • California Consumer Privacy Act ("CCPA"). Responsibilities
• Team Leadership: Supervise, mentor, and train accounting staff; manage workload distribution to ensure all departmental deadlines are met. • Team Leadership: • Review & Approval: Perform first-level review of journal entries, reconciliations, and financial statements prepared by staff to ensure accuracy and GAAP compliance. • Review & Approval: • Process Improvement: Identify, develop, and implement streamlined accounting procedures and internal controls to enhance department efficiency. • Process Improvement: • Compliance Oversight: Ensure the team follows procedures and policies to facilitate effective financial reporting and compliance with Federal WIOA, local, State, and corporate policies. • Compliance Oversight: • Fiscal Management: Direct fiscal operations relating to financial planning, funds management, accounting, and reporting. • Fiscal Management: • Budgeting & Strategy: Lead the preparation and maintenance of project budgets, forecasts, and working capital requirements. • Budgeting & Strategy: • Executive Liaison: Serve as a primary point of contact for senior leadership, Executive Directors and our contracts/customers, providing high-level financial insight and performance reporting. • Executive Liaison: • Policy Compliance & WIOA Stewardship: Ensure that projects fulfill all financial obligations in a timely and economic manner in accordance with established policies and WIOA guidelines. • Policy Compliance & WIOA Stewardship: • Contractual & Project Coordination: Coordinate accounting activities for assigned projects, including the establishment and monitoring of contract-specific procedures. • Contractual & Project Coordination: • Disbursement & Payroll Oversight: Oversee the processing of employee expenses, participant expenses, vendor project invoices, and program payroll analytics. • Disbursement & Payroll Oversight: • Revenue Cycle & Board Liaison: Manage the preparation of monthly project advance requests, invoices, and supporting documentation; interface with Workforce Boards to ensure timely payment. • Revenue Cycle & Board Liaison: • General Ledger & Month-End Mastery: Lead month-end closing activities, including the review of Balance Sheet reconciliations. • General Ledger & Month-End Mastery: • Audit Management & External Relations: Manage annual audit deliverables and serve as the lead contact for periodic program audit requests. • Audit Management & External Relations:
