Skylo Technologies - Program Manager — Wholesale Roaming Coordinator
Requirements
• You know how wholesale roaming works end to end, and you have the program management discipline to keep a complex multi-partner portfolio running smoothly without losing track of the details. • Eight or more years in wholesale roaming, carrier services, or MNO interconnect program management at an MNO, IPX carrier, roaming hub, or satellite operator. • A real track record of running multiple partner programs in parallel — you can speak confidently about how you kept five or more concurrent onboardings on track at the same time. • Strong program management habits: structured plans, clear ownership, up-to-date documentation, and proactive risk escalation. Comfortable working in Jira and Confluence. • Enough working knowledge of roaming standards and signalling protocols to follow a technical conversation between Skylo engineering and a partner, ask the right questions, and translate what comes out of it into clear decisions and dates. • Bonus points for direct experience with NTN, NB-IoT, or satellite IoT roaming, or for having worked across both US and European partner ecosystems. • Every role at Skylo uses AI tools daily to amplify output. Responsibilities
• As Program Manager — Wholesale Roaming Coordinator, you will be the person who gets MNOs live on the Skylo network. You sit within the Sales Engineering team and own the full journey for multiple partner onboardings at once — from the moment a commercial deal closes through testing, interconnect setup, and launch day. Every MNO that goes live is a new piece of the world's first commercial satellite network for standard cellular devices. You are the reason those launches happen on time. • Parallel MNO Onboarding Programs • Drive concurrent MNO onboardings through the full lifecycle — Commercial Alignment → IR.21 / RAEX exchange → IREG / TADIG testing → IPX interconnect bring-up → Commercial Launch — each at a different stage. • Maintain a portfolio view: a single dashboard showing every active partner, their current phase, blockers, owners, and forecast launch date • Run cadenced program rituals — weekly per-partner stand-ups, a portfolio-level review, and monthly executive readouts — and make sure the right people show up to the right ones. • Maintain and evolve the master onboarding runbook ( RACI swimlanes); turn each launch into a marginally better runbook for the next one. • Cross-Functional Coordination • Be the single point of contact for each partner MNO's program team — translating between their roaming, technical, and commercial stakeholders and Skylo's Network Integration, Core, Product, Legal, and Commercial teams. • Translate partner requirements into Jira epics and tickets; track engineering deliverables, chase owners, and escalate cleanly when timelines are at risk. • Coordinate cutover windows, maintenance windows, and BGP / signalling route changes with IPX carriers and partner MNOs — across multiple time zones. • Wholesale Roaming Literacy • Coordinate GSMA data exchange: ensure IR.21 documents are accurate and shared on time, RAEX uploads land at the right cadence, TADIG codes and PLMN allocations are correct. • Coordinate IREG testing and TADIG test campaigns — you own the schedule, exit criteria, and partner alignment; the testing team owns execution. • Coordinate IPX interconnect bring-up — order entry, technical specification, routing decisions, SLA validation, engineering owns configuration, you own the program. • Make sure the billing readiness gate clears on time — first-TAP exchange, NRTRDE flow, rate card confirmation — by partnering with the TADIG / Billing Operations team. • Risk, Reporting & Continuous Improvement • Maintain a live risk register across the portfolio — flag dependencies between partners (shared engineering effort, shared IPX windows) so leadership can sequence intelligently. • Run post-launch retrospectives for every onboarded partner; capture what worked, what slipped, and feed it back into the runbook and automation backlog. • Surface systemic blockers — recurring engineering bottlenecks, ambiguous internal handoffs, partner-side patterns — and drive structural fixes, not just per-launch firefighting.
