Requirements
• The Technical Project Manager will work closely with client stakeholders, software engineers, architects, business analysts, quality assurance teams, product owners, subcontractors, and Allwyn leadership. The individual will be responsible for ensuring projects are delivered on time, within scope and budget, and in accordance with contractual, technical, security, and quality requirements. • This role requires strong Agile delivery experience, sound technical judgment, disciplined project governance, and the ability to communicate effectively with both technical teams and executive stakeholders. • Bachelor’s degree in Computer Science, Information Technology, Engineering, Business, Management Information Systems, or a related discipline. • Active Project Management Professional certification. • Project Management Professional certification • Approximately 6–10 years of progressive technology delivery experience, including at least 3–5 years managing software development, application modernization, or IT implementation projects. • Experience delivering projects for federal, state, local, transportation, utility, healthcare, or other public-sector or regulated organizations. • Prior professional experience in software development, engineering, systems analysis, business analysis, quality assurance, data, infrastructure, or another technical discipline. • Demonstrated experience managing software development projects through the full systems development life cycle. • Strong understanding of Agile delivery practices, including Scrum, Kanban, backlog management, sprint planning, estimation, velocity, release planning, and iterative delivery. • Experience using Agile, Waterfall, and hybrid delivery methodologies. • Experience managing cross-functional teams, subcontractors, third-party vendors, and geographically distributed resources. • Demonstrated ability to manage project schedules, resources, budgets, risks, issues, dependencies, deliverables, and change requests. • Working knowledge of modern technology environments, including cloud platforms, APIs, databases, DevOps, CI/CD, application integration, cybersecurity, and enterprise software architectures. • Proficiency with tools such as Jira, Confluence, Azure DevOps, Microsoft Project, Smartsheet, Microsoft Teams, or SharePoint. • Strong written, verbal, presentation, facilitation, negotiation, analytical, and problem-solving skills. • Must be authorized to work in the United States and able to satisfy applicable public-sector background investigation or clearance requirements. • Certified ScrumMaster, Professional Scrum Master, SAFe Agilist, PMI-ACP, ITIL, or comparable Agile or service-management certification. • Experience supporting transportation, rail, transit, utilities, federal agencies, state agencies, or local-government organizations. • Experience with application modernization, cloud migration, enterprise integration, data platforms, cybersecurity, artificial intelligence, analytics, or digital transformation. • Exposure to platforms such as AWS, Microsoft Azure, ServiceNow, Appian, MuleSoft, Databricks, Snowflake, Salesforce, ERP, CRM, or enterprise asset-management systems. • Experience managing fixed-price, time-and-materials, task-order, or indefinite-delivery contracts. • Experience supporting project financial management, contract compliance, subcontractor management, invoicing, and resource utilization. • Experience contributing to proposals, project estimation, client presentations, or account expansion.NOTE: Work Authorization: Candidates must be authorized to work in the United States without current or future visa sponsorship. • Work Authorization: Candidates must be authorized to work in the United States without current or future visa sponsorship.
Responsibilities
• Manage the day-to-day delivery of software development, application modernization, cloud, data, systems integration, and digital transformation projects. • Develop and maintain project plans, schedules, release roadmaps, resource plans, sprint plans, risk registers, issue logs, dependency trackers, and status reports. • Lead Agile delivery activities, including sprint planning, daily stand-ups, backlog refinement, sprint reviews, retrospectives, and release planning. • Coordinate the work of developers, architects, business analysts, quality assurance specialists, DevOps engineers, data professionals, vendors, and subcontractors. • Work with product owners and client stakeholders to define priorities, clarify requirements, manage the backlog, and establish achievable delivery commitments. • Monitor project scope, schedule, budget, staffing, quality, risks, issues, dependencies, milestones, and contractual obligations. • Identify delivery challenges early, develop corrective action plans, and escalate material risks with clear recommendations. • Facilitate communication among client stakeholders, technical teams, vendors, subcontractors, and Allwyn leadership. • Prepare and present project status reports, executive briefings, governance materials, meeting minutes, decision logs, and other client deliverables. • Ensure compliance with applicable contracts, statements of work, service-level expectations, security requirements, and client governance processes. • Support project financial management, including resource forecasting, utilization, budget tracking, invoice validation, and subcontractor coordination. • Coordinate testing, release readiness, production deployment, transition, and post-production support activities. • Support proposals, project estimates, staffing plans, oral presentations, and transition activities for new engagements.
